مطالعه داده بنیاد الگوی شایستگی راهبران مدارس در جغرافیای روستایی و عشایری (شناسایی شرایط مداخله‌گر، راهبردها و پیامدهای طراحی و تبیین شایستگی‌های راهبران)

چکیده

به دلیل نهادینه نشدن جایگاه و مفهوم راهبری در سیاست‌گذاری‌های آموزشی، با «قلت دانش محتوایی و موضوعی» در این حوزه روبرو هستیم. این وضعیت خود را در فهم درست ماهیت امکانات راهبری نشان داده است. به دلیل سستی نقش و جایگاه، راهبران در یک وضعیتی قرارگرفته‌اند که تلقی از آن‌ها را به مدیر و یا بازرس فروکاسته است به‌منظور غلبه بر گسست‌های ناشی از این وضعیت مطالعه‌ی حاضر باهدف شناسایی شرایط مداخله‌گر، راهبردها و پیامدهای مرتبط با طراحی شایستگی‌های راهبران انجام‌گرفته است. جامعه موردمطالعه، راهبران آموزشی تربیتی کشور هست نمونه‌گیری، به‌صورت هدفمند و نظری و تعیین حجم نمونه بر اساس اشباع نظری انجام گرفت. جهت گردآوری داده‌ها از مصاحبه‌ی نیمه ساختاریافته استفاده شد. تحلیل‌ها بر اساس سه مرحله کدگذاری باز، محوری و گزینشی انجام گرفت. پدیدةمحوری «دانش محتوایی در پیشبرد تفکر راهبری» هست یافته‌ها بیانگر آن است که شرایط مداخله‌گر مرتبط با طراحی و تبیین شایستگی‌های راهبران «ارزیابی/عملکرد دائمی راهبران»، «انطباق ناپذیری -نهادی/دانشی»، «ضعف اشتراک -گذاری دانشی»، «معنابخشی هم‌افزا -از شایستگی حرفه‌ای»، هستند شرایط زمینه‌ای «سیاست‌گذاری مشخص در حوزه راهبری آموزشی»، «تقویت عدالت -توزیعی/فرهنگی»، «راهبر به‌مثابه -هادی نه بازرس»، راهبردهای اتخاذشده در برابر این شرایط «ظرفیت‌سازی و نیازسنجی مشارکتی»، «توسعه -طرح‌های خود راهبر»، «ارتقای مهارت‌های کلامی/ارتباطی» می‌باشند که پیامدهای «راهبر به‌مثابه تسهیل گر»، «تعدیل روابط معلمان/مدارس»، «تحقق عدالت و توانمندسازی آموزشی»، «جهت‌دهی و اولویت‌بخشی به روندها توسط راهبران» را در پی دارد.

چکیده [English]

Due to the lack of institutionalization of the position and concept of leadership in educational policies, we are faced with a "lack of substantive and thematic knowledge" in this area. This situation has shown itself in the correct understanding of the nature of leadership opportunities. Due to the weakness of the role and position, managers are in a situation that has reduced their perception to the manager or inspector in order to overcome the gaps caused by this situation. The study population is the educational leaders of the country. Sampling was done purposefully and theoretically and the sample size was determined based on theoretical saturation. Semi-structured interviews were used to collect data. The analyzes were performed based on three stages of open, axial and selective coding. The phenomenon is central to "content knowledge in promoting leadership thinking".
