In the present study, the project of pedestrian navigation in Shorabil tourism sample area located in Ardabil city has been investigated. The type of applied research and its method is descriptive-analytical. Data were analyzed by SPSS, Lisrel and analytical model of copras. The sample size is based on the uncertainty society formula of the confidence level of 95% of the 384 people. Two hypotheses were proposed to achieve the research objectives. The first hypothesis was tested using Spearman. Findings showed that the establishment of pedestrian and urban tourism development with a correlation of 0.530 and a significant level of 0.30 have a positive and significant relationship. So the first hypothesis was accepted. To test the second hypothesis, Route analysis and Cooper's analytical model were used. The results of the analysis of data and information show that the greatest effect is related to continuity and network cohesion with the rate (0.432) and the safety and security component with the rate (0.356) in tourism development within the range Studied. Also, the results of the Cooper's model show that the highest echelon (Qi = 10.60) is in the first place and safety and security items are ranked second with Qi = 9.85. Therefore, the second hypothesis of the moder was not accepted.
