بررسی مدیریت های موازی سازمان های متولی توسعه گردشگری شهری (مورد: شهر گرگان)

چکیده
فعالیت‌های مرتبط با گردشگری شهری برای دستیابی به توسعه گردشگری با توجه به ماهیت خود سازمان‌های مختلفی را در گیرکرده است. اما بعضاً سازمان‌های متولی هدف‌ها و عملکردهای موازی را خود تعریف کرده اند. بنابراین در این پژوهش سعی شده است تا عملکرد دو سازمان کلیدی مدیریت گردشگری(شهرداری گرگان و سازمان میراث فرهنگی و گردشگری) با استفاده از میانگین ها و تکنیک شباهت به گزینه ایدئال فازی موردسنجش قرار گیرد. داده‌های این پژوهش از خبره سنجی 20 کارشناس مطلع از وضعیت گردشگری شهر گرگان به دست آمده است. یافته‌های تحقیق نشان می‌دهد که عملکرد هر دو سازمان با توجه به شاخص‌های مدیریت کارآمد گردشگری شهری ضعیف بوده، ولی بااین‌وجود سازمان میراث فرهنگی و گردشگری عملکرد نسبتاً بهتری را در مقایسه با شهرداری گرگان داشته است بطوریکه می‌دهد سازمان میراث فرهنگی و گردشگری به‌عنوان متولی اصلی مدیریت گردشگری کشور (با امتیاز0.43) با توجه به مولفه های مدیریت کارامد گردشگری، امتیاز نسبتاً بهتری را نسبت به شهر داری گرگان (با امتیاز 0.41) کسب کرده است.

The activities related to urban tourism to achieve the development of tourism in terms of the nature of the various organizations themselves. But sometimes the trusted organizations have defined their own goals and functions. Therefore, in this research, the main two organizations of tourism management (Gorgan Municipality and Cultural Heritage and Tourism Organization) have been tried using the means and technique of similarity to the fuzzy ideal option. The data of this research is obtained from the expert opinion of 20 knowledgeable experts on the tourism situation in Gorgan. The findings of the research show that the performance of both organizations was weak due to the indicators of efficient urban tourism management, but despite the existence of the Cultural Heritage and Tourism Organization, it has had a relatively better performance compared to the Municipality of Gorgan, so that the Cultural Heritage and Tourism Organization as the main trustee of tourism management The country (with a score of 0.43) earned a relatively better score compared to Gorgan (with a score of 0.41), according to the effective tourism management components.
