ارزیابی مؤلفه‌های تأثیرگذار بر برنامه‌ریزی و سیاست‌گذاری مسکن روستایی در ایران (مطالعه موردی: روستاهای شهرستان ماسال/ گیلان)

چکیده

برنامه‌ریزی و سیاست‌گذاری مسکن روستایی در ایران که به‌طور جدی توسط بنیاد مسکن انقلاب اسلامی پیگیری و اجرا می‌شود؛ به دنبال ارائه‌ی الگوی مطلوب مسکن برای ساکنان روستایی می‌باشد. با توجه به اهمیت برنامه‌ریزی مسکن روستایی، هدف از تحقیق حاضر ارزیابی مؤلفه‌های تأثیرگذار بر برنامه‌ریزی مسکن روستایی در شهرستان ماسال و شناسایی نقاط قوت و ضعف آنها می‌باشد. در این راستا، روش تحقیق آمیخته با رویکرد کمی-کیفی بوده که از نظر هدف کاربردی و از نظر ماهیت توصیفی- تحلیلی می‌باشد. جامعه‌ی آماری تحقیق شامل مسئولان و کارشناسان حوزه‌ی مسکن روستایی در بنیاد مسکن انقلاب اسلامی شهرستان ماسال/گیلان بوده است، که حجم نمونه با استفاده از فرمول کوکران تعداد 383 نفر به‌دست آمده و با استفاده از فرمول اصلاح شده‌ی کوکران به تعداد 340 نفر تقلیل یافته است. به‌منظور تجزیه و تحلیل اطلاعات تحقیق نیز از روش حداقل مربعات جزئی در نرم‌افزار Smart-pls استفاده شده است. یافته‌های تحقیق نشان می‌دهد که 5 متغیر اصلی و 24 متغیر فرعی مورد بررسی، تأثیر برنامه‌ها و سیاست‌گذاری‌ها در برنامه‌ریزی مسکن روستایی را 903/0 درصد و تنها با از دست دادن 097/0 درصد تبیین می‌کنند. همچنین بیشترین اثرگذاری در بین مؤلفه‌های مورد بررسی در برنامه‌ریزی مسکن روستایی مربوط به مؤلفه‌های اقتصادی و کمی و کمترین تأثیرگذاری مربوط به مؤلفه‌ی کیفی به ترتیب با امتیاز 856/0، 811/0 و 326/0 می‌باشد. از طرفی شاخص نیکویی برازش مدل GOF برای اندازه‌گیری برازش مدل‌های اندازه‌گیری و ساختاری مقدار 522/0 به دست آمده است که از مطلوبیت کلی مدل ساختاری تحقیق حکایت دارد.

چکیده [English]

Rural Housing Planning and Policy in Iran, which is seriously pursued and implemented by the Housing Foundation of Islamic Revolution; It seeks to provide a favorable housing model for rural residents. Given the importance of rural housing planning, the aim of this study is to evaluate the components affecting rural housing planning in Masal city and identify their strengths and weaknesses. In this regard, the research method is mixed with quantitative-qualitative approach, which is applied in terms of purpose and descriptive-analytical in terms of nature. The statistical population of the study included officials and experts in the field of rural housing in the Housing Foundation of the Islamic Revolution of Masal County/Guilan. The sample size was 383 people using Cochran's formula and 340 people were reduced using Cochran's modified formula. In order to analyze the research information, has been used of partial least squares method in Smart-pls software. The research findings show that the 5 main variables and 24 sub-variables studied explain the effect of programs and policies in rural housing planning as 0.903% and only with the loss of 0.977%. Also, the highest impact among the components studied in rural housing planning is related to economic and quantitative components and the lowest impact is related to quality component with score of 0.856, 0.811 and 0.326, respectively. On the other hand, the GOF fitness index for measuring the fit of the measurement and structural models is 0.522, which indicates the overall utility of the structural model of the research.
