Iran has cultural and historical commonalities with the Republic of Azerbaijan on the one hand and ethnic, political and ideological differences on the other,. Along with these challenges, the issue of differences between the Republic of Azerbaijan and Armenia as two important neighbors of Iran and Iran's conservative approach to the Nagorno-Karabakh issue not only did not normalize the situation, but also a pessimistic view of the pan-Turkic current and part of public opinion. The Republic of Azerbaijan and the Azeris of Iran have been formed, which has made Iran a supporter of Armenia. Despite these challenges, the existence of important issues such as neighborhood, mutual economic and trade needs, energy and geopolitical situation, the need to address this issue and find realistic strategies to develop relations between the two countries. Therefore, in order to achieve the strategic model of relations between the two countries, the main question is what are the divergent and convergent factors in the relations between Iran and the Republic of Azerbaijan in the geopolitical framework? Finally, the researcher has reached five categories of strategies for the development of relations between Iran and the Republic of Azerbaijan. In this research, in a descriptive-analytical manner, using the SWOT model, an attempt has been made to address this issue. Morniaz data were also collected through library and documentary methods and questionnaires.
