Lack of theoretical reflection on the basic patterns of urban planning knowledge has led to superficiality and neglect of various factors affecting urban development and plunged into the abyss of centralized, technocratic and rational government planning based on one-dimensional scientific skills and analysis. win. The inefficiency of these models has led to the formation of new theories such as; The theory of participatory urban planning. In our country, the raw modeling of new theories and superficial changes without grounding and theoretical reflection, such as: Implementation of the law on councils and the role of the city council in the urban planning system, has created ambiguities in the process of development and realization of participatory urban planning theory. The purpose of this study is to further explore the conditions for the realization of the theory of participatory urban planning in order to avoid superficiality and raw modeling of theories of other communities, emphasizing the emergence of the city council and its role and place in the urban planning system. Evaluation of the realization of participatory urban planning propositions and its effect on changing the approach of centralized urban planning system to participatory by analyzing the role and position of the city council institution in the urban planning system. In order to change the approach to urban planning, the changes are superficial and without theoretical support, and there is still a long way to go before the real participation of the people and the theory of participatory urban planning. Purely legal and institutional changes do not lead to participatory urban planning, but real participation will occur when, based on the theoretical foundations of participation, all stages of participatory planning (including culture-building and public awareness, etc.) are carried out correctly.
