الگوی راهبردی مدیریت دانش در برنامه‌ریزی انتظامی شهری

چکیده

در برنامه‌ریزی‌های شهری مبتنی بر مدیریت دانش، دانش انتظامی مؤلفه‌ای کلیدی در استقرار امنیت پایدار تلقی می‌شود. از سوی دیگر شهرسازی دانش بنیان، به تازگی توجه متخصصین شهری را به خود جلب کرده است و دلیل آن نیز علایق مشترکی است که بین ساختارهای مدیریتی شهر و سیاست‌های توسعه‌ای وجود دارد. لذا با توجه به ارتباط مفهوم توسعه و پیشرفت تکنولوژی در امور اقتصادی-اجتماعی با امنیت انتظامی، هدف از این مقاله، بررسی راهبرد و تأثیر مدیریت دانش، فناوری و نوآوری متناسب با شرایط و پتانسیل‌های شهری در ارتقاء امنیت انتظامی می‌باشد. این مقاله با بررسی و تلفیق دو گرایش از حوزه مطالعاتی مدیریت با روش کتابخانه‌ای و اسنادی و بهره‌جستن از اسناد بالادستی، نظرات خبرگان، منابع معتبر علمی و تجربی به رشته تحریر درآمده که با روش تحلیل عاملی تأییدی و از طریق نرم‌افزار SmartPLS نسبت به ارائه و تأیید الگوی پیشنهادی اقدام شده است. جامعه و نمونه آماری نیز از دو گروه نخبگان در سطح مدیران عالی شهری و انتظامی کلان‌شهرهای تهران بزرگ، کرج، اصفهان، شیراز، مشهد، تبریز و ارومیه به تعداد 14 نفر برای مصاحبه عمیق در راستای کشف مؤلفه‌ها و شاخص‌های مدل و گروه دوم در سطح کارشناسان حوزه انتظامی و شهری کلان‌شهرهای مذکور به تعداد 93 نفر برای ارزیابی مدل و تکمیل پرسشنامه‌های بسته‌محقق‌ساخته انتخاب شدند. محققین در فرجام یافته‌های خود به تبیین نقش پنج مؤلفه اساسی مدیریت دانش در برنامه‌ریزی انتظامی شهری شامل؛ منابع انسانی، فناوری اطلاعات، فرهنگ، رهبری و ساختار پرداختند که برابر خروجی‌های مدل، 85 درصد از تغییرات برنامه‌ریزی انتظامی شهری توسط این پنج متغیر تبیین می‌شود. بنابراین مدیریت دانش و دسترسی به موقع و موثق به رویدادها و وقایع کشور با پشتیبانی فن‌آوری‌های نوین، از الزامات امنیت انتظامی در برنامه‌ریزی‌های شهری بوده و با ایجاد اشراف اطلاعاتی که زایده مدیریت دانش است، می‌تواند ضمن تصمیم‌سازی مؤثر برای مراجع برنامه‌ریز و تصمیم‌گیرنده انتظامی، نقش قابل ملاحظه‌ای در کیفیت مدیریت شهری داشته ‌باشد.

چکیده [English]

In urban planning based on knowledge management, disciplinary knowledge is considered to be key components in the establishment of sustainable security. On the other hand, knowledge-based urbanization has recently attracted the attention of urban experts, because of that, there are common interests that exist between urban management structures and developmental policies. Therefore, considering the relationship between the concept of technology development and technological advancement in socio-economic with security, the purpose of this paper is to examine the strategy and impact of knowledge management, technology and innovation in accordance with urban conditions and potentials in enhancing security of law enforcement. This paper is written, by reviewing and integrating two trends from the field of management studies with library and documentary methods and utilizing upstream documents, experts' opinions, authoritative scientific and empirical sources, that is done by confirming the factor analysis method and through the SmartPLS software. The population and the statistical sample were selected from 2 groups; first elite groups (14 people) at the level of high-level urban and disciplinary executives for depth interviewing to explore the components and indicators of the model and the second group (sample of 93 people) at the level of law enforcement and urban experts to evaluate the model and complete the questionnaires. In conclusion, the researchers explained the role of five essential components of KM in urban Disciplinary Planning include of “human resources”, “information technology”, “culture”, “leadership” and “structure”, that Compared to the outputs of the model, 85 percent of urban Disciplinary Planning changes are explained by these five variables. Therefore, knowledge management and timely-reliable access to events of the country with the support of modern technologies have been the requirements of law security in urban planning, and by creating knowledge mastery that are the origin of knowledge management, it Can make effective decision-making for planners and law enforcement decision makers, also has a significant role in the quality of urban management.
