The worn-out tissues of the city's vital nuclei should not be considered as a threat to urban development, but can be considered as an opportunity for the integrated and sustainable development of the city. Therefore, improving the living conditions and organizing of urban exhausted tissues requires the rethinking of participatory mechanisms in the public-private sectors and discovering effective and effective mechanisms for them, and applying refinement, reconstruction and rehabilitation approaches to reverse the current trends in the living conditions and evolution of these areas. The problem is the city on a local and regional scale. Today, due to the high cost of construction and the economic inability of owners of worn out textiles, one of the ways of organizing these structures is the participation of public and private sectors. Public-private partnership in the management and support of public bodies is the key to the recovery of worn out tissue. The implementation of this model, due to the existence of capital, trust and supervision, technical and financial capacity, and the implementation of public sector supervision, is an appropriate way to win the residents' confidence in the rehabilitation, renovation and rehabilitation of urban worn out tissues. The overall objective of this paper is to present a strategic planning implementation of a public-private partnership model in the process of improving, rehabilitating and rehabilitating urban waste in the local area of the 12th municipality of Tehran. The research type is descriptive-analytic and is applicable to the target. Through documentary studies and studies on the upgrading and modernization of the erosive texture of metropolitan areas and the implementation of the public private partnership model in general, and in the 12th district of Tehran, in particular, there were 66effective factors in implementing the public-private partnership model in structuring the textures The worn area was identified in the area of the 12th district of Tehran.
