Investigating the ethical ideology of relativism in government organizations in line with regional planning and sustainable development

Abstract
The aim of this study is to investigate the ethical ideology of relativism in government organizations and to explain the mechanisms of its formation and consequences. The research method was qualitative and data-driven based on the systematic model of Strauss and Corbin (1990). The statistical population included management experts from research organizations who were selected based on criteria such as relevant academic and executive background, managerial decision-making experience, in-depth familiarity with policymaking, and possession of at least a master's degree. Snowball sampling continued until theoretical saturation, and a total of 17 in-depth interviews were conducted. Data were collected through semi-structured interviews and library study and analyzed simultaneously using a three-stage method of open, axial, and selective coding. To strengthen the validity of the research, expert review, participant feedback, and coder agreement with a coefficient of 0.79 were used. Theoretical saturation was declared when no new data was added to previous findings. The findings showed that the causal conditions of the moral ideology of relativism include the weakness of the valuation and monitoring system in government organizations, a flexible environment against ethical violations, and employees' personal and social experiences of ethical contradictions. The background conditions also included structural weaknesses in decision-making and transparency, organizational culture and behavior, psychological and social status of employees, and organizational structure and resources.
