The Energy Exchange, as the last exchange formed in Iran, is one of the most important exchanges in the country, which due to its newness, needs to be carefully studied in all dimensions, including the legal dimension. As in the past, some regulations on the Energy Exchange, such as the Energy Exchange-Based Trading and Commodity Exchange Instructions, have been approved by the High Exchange Council, and others, such as the Energy Exchange-Guided Commodity Exchange Instructions. It has been approved by the Board of Directors of the Exchange. Therefore, the regulation of regulations and instructions in the energy exchange is such that the need to review the competent authority for the regulation of the stock exchange is felt. In the Islamic Republic of Iran, according to Article 71 of the Constitution, the general competence of the legislature is the responsibility of the Islamic Consultative Assembly; therefore, the enactment of regulations by other authorities must be within the framework of the law and with its permission. Confirmation of the legitimacy of a regulation is necessary to guarantee its implementation and its compliance with the requirements; therefore, the authority to enact laws and regulations must be authorized to enact regulations, and this rule must also be observed in respect of regulatory authorities
