Providing a model of succession in Tehran Municipality

Abstract

In today's global competition, government agencies have a serious role to play in achieving a high position commensurate with the status of advanced and modern cities. In this regard, managers have a very important role. Urban organizations need to plan for the development and replacement of successful managers due to the increase in the retirement period of managers and the arrival of new managers. According to studies, a large number of positions are vacated each year due to the growth of new areas, the rapid replacement of managers or the retirement of current staff. As a result, the organization must have effective planning to fill these gaps. Meanwhile, the importance of new approaches to provide the required qualified human resources, such as succession programs, is increasingly felt, and in this regard, managers have a very important role. The purpose of this study is to present a model of succession in Tehran Municipality. The research method was descriptive-exploratory. The statistical population of the study is the three groups of managers, experts and university professors who were interviewed. For this purpose, using qualitative methods (thematic analysis of interview data and data-based method) and quantitative methods (factor analysis method) were analyzed. The results showed that the factors having a specific succession strategy have the greatest effect on the succession model and understanding the need for succession in the organization, providing the necessary infrastructure and conditions for succession, is more important in determining the model of success in They were the municipality of Tehran.
