Global mechanisms with geopolitical logic to counter the financing of terrorism and the position of the Islamic Republic of Iran

Abstract

The phenomenon of terrorism is one of the most important threats to international peace and security. Dealing with this phenomenon requires a comprehensive and multidimensional national and international strategy. At the international level, especially since 2001, serious measures have been taken to combat terrorism under the auspices of the UN Security Council. The United Nations International Counter-Terrorism Regime includes countering the financing of terrorism, banning the shipment of weapons, and banning the movement and movement of terrorists. Counter-terrorism financing is of particular importance in international counter-terrorism mechanisms. The Islamic Republic of Iran is both exposed to serious threats posed by terrorism and has been a major victim of terrorist acts. On the other hand, the accusation against Iran in the form of supporting terrorism is only in the form of bilateral relations with a few great powers, has an instrumental-political nature and can not and should not hinder Iran's active diplomacy in the field of counterterrorism. Since the emergence and spread of terrorism in the region, Iran has played an important role in countering them and cooperating with the international counter-terrorism regime and financing it. Iran's counter-terrorism financing activities over the past decade have been defined in particular in cooperation with the Financial Action Task Force (FATF). The FATF is an important part of the UN Security Council. The passage of the Anti-Terrorism Financing Law was an important step towards institutionalizing the fight against terrorist financing through mechanisms based on domestic law. The FATF's assessment of the situation in Iran in relation to terrorist financing reflects Iran's position in this regard, both in terms of laws and regulations and in terms of field operations. Managing the situation and taking advantage of Iran's excellent counter-terrorism situation requires that international counter-terrorism financing mechanisms be implemented in accordance with domestic law and that its capacities in dynamic diplomacy and foreign policy be properly exploited for the country.
