Climate Change, Challenges and Opportunities of Technology Transfer

Abstract

Climate change has been accepted as one of the new challenges affecting the international community in various dimensions, so that in addition to numerous relevant international conventions, including the UN Framework Convention and the Paris Agreement. , Has also been included in the discussions of the UN Security Council. Most of the problems caused by climate change are in developing countries rather than developed ones. Although developed countries are the largest emitters of greenhouse gases, developing and less developed countries are most vulnerable. The negatives are due to climate change. Developing and less developed countries have the least technological capabilities to combat climate change. Climate change-related technologies that are responsible for mitigation and adaptation are mainly developed in developed countries. And intellectual property rights protect these technologies as valuable assets, creating special monopolies for owners of these useful and emerging technologies. This research has been done with a descriptive-analytical approach, and seeks to answer the question of what legal regime the international legal system has formed in the field of climate change. According to the regime of international law, climate change, challenges and opportunities for technology transfer will be examined.
