Abstract
Terrorism is an ominous phenomenon and a serious threat to international security that requires a decisive and comprehensive confrontation at the global level. In this regard, international criminal authorities play a vital role as a tool for the implementation of justice and deterrence. However, the effectiveness of these authorities faces numerous challenges. Among the most important of these challenges are the lack of a single and agreed-upon definition of terrorism in international law, obstacles to international cooperation, and the need to observe human rights during judicial proceedings. This article aims to examine these challenges and provide solutions to strengthen international mechanisms, providing a detailed and comprehensive analysis of the current situation and offering a vision for a brighter future in the fight against terrorism.
