In this study, it was found that Library and field studies and interviews and view and the use of descriptive, analytical and strategic model swot be paid to the concept of neighborhood center To analyze the situation and identify the strengths, weaknesses, opportunities and threats And by analyzing the performance of central urban neighborhoods, strategies, designing an active and lively neighborhood center An example is presented in the historical-cultural values. This article deals with the issue of neighborhood center in the neighborhood of Black Rock Shiraz. . The results of this study are mainly found strategies that improve the quality of visual legibility, safety and security and participation of the creative, dynamism and vitality of the neighborhood will be offered.
