Abstract
Every year in Tehran we see the occurrence of natural and human hazards; That unpreparedness and attention to it, and proper planning to deal with it, and reduce its effects can turn it into a crisis, and lead to a lot of human and financial losses, and disrupt order and security in this city. One of the most important institutions that can play an effective role in managing space crises in Tehran is the local government. In accordance with the qualitative strategy, descriptive-analytical research method has been used to conduct research. Studies show that there are several spatial crises in Tehran; In the human sphere, poverty with an average (6.90) is in the first rank, unemployment with an average (6.82) in the second rank, migration with an average (6.75) in the third rank, and in the natural sphere of water crisis with an average (5.55 Earthquake with an average of (5.27) in the first place, air pollution with an average of (4.93) in the third place. According to the study and analysis of the opinions of experts and elites in Tehran in this study, it can be concluded that the performance of local government as a manager in managing space crises in Tehran has been successful; However, its performance as a coordinator with other institutions in managing space crises in Tehran has not been successful. Finally, if we want the local government to do its job well as a coordinator, it must put integrated urban management on its agenda.
