تبیین سیاست‌های زمین شهری در ایران

چکیده

زمین در شهرها به عنوان عنصری از سیستم پیچیده شهرها، عامل اساسی در پایداری شهرها قلمداد می‌شود، بدین منظور لازم به اجرای سیاست‌های صحیح و مدیریت صحیح آن از طرف نهادهای زی ربط است. بدین منظور تحقیق حاضر با هدف تبیین سیاست‌های زمین در شهرهای ایران در افق زمانی 1404 در تلاش است بهترین الگو جهت سیاست‌گذاری زمین تعیین و عامل سوق دهنده آن مشخص گردند. برای این منظور بعد از مطالعات کتابخانه‌ای 8 عامل کلیدی با 24 فرض مورد ارزیابی 30 کارشناس متخصص در زمینه سیاست‌های زمین شهری که به صورت روش گلوله برفی مشخص شده‌اند، مورد ارزیابی و سپس در محیط نرم‌افزار سناریو ویزارد مورد بررسی تا وضعیت‌های محتمل پیش‌روی سیاست‌های زمین شهری در ایران مشخص گردند. نتایج تحقیق نشان داده است که 8 عامل کلیدی سی‌ات گذاری زمین در شهرهای ایران دارای 4 سناریو قوی، 74 سناریو ضعیف و 15 سناریو محتمل بوده است. سناریوهای محتمل با 120 حالت (مطلوب، ایستا و نامطلوب) دارای ضریب 17 درصد برای وضعیت مطلوب، 30 درصد برای وضعیت ایستا و 51 درصد برای وضعیت بحرانی (که بیشترین فراوانی را نیز به خود اختصاص داده است) بوده است. بر اساس ارزیابی‌ها، وضعیت بحرانی سیاست‌گذاری بیشتر از دیگر وضعیت‌ها در افق 1404 محتمل بوده است.

چکیده English

Land in cities, as an element of the complex system of cities, is considered a fundamental factor in the sustainability of cities, for this purpose it is necessary to implement the right policies and its proper management by relevant institutions. To this end, the present study aims to explain land policies in Iranian cities in the time horizon of 1404, trying to determine the best model for land policy and determine its driving force. For this purpose, after library studies, 8 key factors were evaluated with 24 assumptions evaluated by 30 experts in the field of urban land policies, which were identified as snowball methods, and then in the software environment of the Wizard scenario. Be identified in Iran. The results showed that 8 key factors of land cultivation in Iranian cities had 4 strong scenarios, 74 weak scenarios and 15 possible scenarios. Possible scenarios with 120 modes (optimal, static and undesirable) had a coefficient of 17% for the optimal state, 30% for the static state and 51% for the critical state (which also had the highest frequency). According to estimates, the critical state of policymaking was more likely than other situations on the 1404 horizon.
