بررسی تأثیر سیاست‌های پول الکترونیکی بر امنیت‌ملی جمهوری اسلامی ایران: چالش‌ها و فرصت‌ها

چکیده
این مطالعه با انگیزه بررسی تأثیر سیاست‌های پول الکترونیکی و رمزارزها بر ابعاد مختلف امنیت‌ملی جمهوری اسلامی ایران انجام شده‌است. گسترش فزآینده انواع پول الکترونیک و خدمات مالی دیجیتال مانند پرداخت‌های موبایلی، ارزهای دیجیتال و فناوری‌های نوظهور مالی در سال‌های اخیر در ایران، فرصت‌ها و چالش‌های عمده‌ای را برای نظام اقتصادی و امنیت‌ملی کشور ایجاد کرده است. در این مقاله با هدف بررسی و تحلیل تأثیر سیاست‌ها و رویه‌های مرتبط با پول الکترونیکی بر ابعاد حیاتی امنیت‌ملی ایران مانند امنیت اقتصادی، حفاظت از زیرساخت‌های ملی و مدیریت نظارت هوشمندانه بر شبکه پرداخت‌ها انجام شده‌است. یافته‌های تحقیق نشان‌می‌دهد که علی‌رغم مزایای متعدد اقتصادی و مالی، این سیاست‌ها موجب افزایش آسیب‌پذیری‌های سایبری و تهدیدات امنیتی علیه نهادهای مالی و تجاری شده‌اند. بنابراین، اتخاذ اصلاحات قانونی و سرمایه‌گذاری در ظرفیت‌های امنیت سایبری برای مقابله با این تهدیدات روبه‌رشد ضروری به نظر می‌رسد. یافته‌های تحقیق نشان‌می‌دهد که علی‌رغم مزایای متعدد اقتصادی و مالی، این سیاست‌ها موجب افزایش آسیب‌پذیری‌های سایبری و تهدیدات امنیتی علیه نهادهای مالی و تجاری شده‌اند. بنابراین، اتخاذ اصلاحات قانونی و سرمایه‌گذاری در ظرفیت‌های امنیت سایبری برای مقابله با این تهدیدات روبه‌رشد ضروری به نظر می‌رسد.

چکیده English

Objective: This study was conducted with the motive of investigating the impact of electronic money policies and cryptocurrencies on various aspects of the national security of the Islamic Republic of Iran. The increasing expansion of electronic money and digital financial services such as mobile payments, digital currencies and emerging financial technologies in recent years in Iran has created major opportunities and challenges for the country's economic system and national security. In this article, with the aim of investigating and analyzing the impact of policies and procedures related to electronic money on the vital dimensions of Iran's national security, such as economic security, protection of national infrastructure, and management of intelligent monitoring of the payment network. Research findings show that despite the numerous economic and financial benefits, these policies have increased cyber vulnerabilities and security threats against financial and commercial institutions. Therefore, it seems necessary to adopt legal reforms and invest in cyber security capacities to deal with these growing threats.
