In this article, we discussed and analyzed the foreign policy of Ahmad Qawam in 5 periods of the army, two periods during the time of Ahmad Shah Qajar and three periods during the period of Mohammad Reza Shah Pahlavi. And based on the evidence that we saw in the 5 Qawam cabinets, we can say that Qawam's foreign policy is not a positive balance, as Dr. Yarvand Abrahamian said in the book Iran between Two Revolutions, but Ahmad Qawam is part of the third force. Since the first government in June 1300, Qavam has looked at the newly emerging power of the 20th century, the United States of America, and gives the concession of North oil to the American company Stead Oil. He invites friends. In 1321, a group of American military advisers brought Colonel Schwarzkopf to Iran to organize the Iranian Gendarmerie and Police. In 1324 to 1326, the fourth government of Qawam was formed. He helped the American government to evacuate Iran from the forces of the Soviet Red Army.
