The management of social problems in Tehran does not have a specific organizational manager. each of the o institutions deal with this according to their organizational priorities which makes their study necessary. The research method in this article is analytical-descriptive and the method of collecting data and library and documentary information. The findings have shown that the wide range of social problems in Tehran has caused the emergence of similar institutions and organizations to manage them. Among the institutions and organizations, the most extensive organizational formations are related to the police force and the Ministry of Cooperation, Labor and Social Welfare. In terms of policy and planning, the judiciary and the anti-narcotics headquarters have more independence and the comprehensiveness of their policies and programs has been more. The weakest institution in this field has been the police force. From the point of view of the nature of actions, functions and actions, all these institutions, except for the ministries of cooperation, social welfare and work, have had relative comprehensiveness in their activities. Among these institutions, the activities of the judiciary have been more acceptable. It seems that an upstream organization and institution at the head of all institutions in charge of social harms is needed to overcome these organizational problems.
