The aim of this article is to conduct a comparative study of the economic policies of the governments of Rafsanjani and Ahmadinejad and their consequences on the political and social development of the country. The research method is descriptive-analytical, utilizing library resources, documents, and relevant laws through note-taking. In response to the question of how the economic policies of the Rafsanjani and Ahmadinejad governments were and what their consequences were in terms of political and social development, the results showed that Hashemi Rafsanjani’s government, with the slogan and goal of reconstruction and development, made significant changes in the economic, social, and consequently political structures. These changes included the harm to lower social classes, which weakened populist elements, the employment of technocrats in the government, the relative distribution of economic power, the growth and modernization of society in some areas, the quantitative and qualitative expansion of the new middle class, increased economic pressure on lower classes and their dissatisfaction, and economic development and the expansion of the new middle class. Additionally, Ahmadinejad's government, emerging from an economic context and with the slogan ofestablishing justice, and backed by the support of lower social classes, adopted economic policiesthat led to distributive policies. In the external arena, this government expanded and developed economic relations with third-world countries, made changes in social contracts (or their distributive function) withdifferent social classes, and influenced the relationship between the military, economy, and politics, resulting in the disintegration of the government and its transformation into a fragmented conservative government.
