چکیده
هدف از انجام این پژوهش، الگوی توسعه پایدار در مناطق آزاد تجاری جمهوری اسلامی ایران بود. پژوهش به لحاظ ماهیت داده از نوع کیفی به سبک موردی است.‏ مشارکت‌کنندگان پژوهش را مدیران مناطق آزاد، اساتید فعال در حوزه مناطق آزاد، خبرگان و کارشناسان فعال در مناطق آزاد تشکیل می‌داد که حجم نمونه پس از اشباع نظری به تعداد 14 نفر و به‌صورت هدفمند (گلوله برفی) انتخاب گردید. گردآوری داده‌ها از طریق مصاحبه نیمه‌ساختارمند و تجزیه ‌و تحلیل اطلاعات به روش فن مضمون انجام شد. اعتبار و اطمینان داده‌ها با استفاده از روش‌های مختلف مورد تأیید قرار گرفت. بر اساس تحلیل مصاحبه‌های صورت گرفته، 362 کد در مرحله کدگذاری باز به دست آمد که پس از حذف کدهای مشابه به 246 کد پایه کاهش یافت که در نهایت این کدها در 20 مضمون فرعی و 4 مضمون اصلی دسته‌بندی شدند. نتایج و یافته‌های این پژوهش نشان می‌دهد که توسعه پایدار در مناطق آزاد تجاری جمهوری اسلامی ایران نیازمند رویکردی یکپارچه و هماهنگ در چهار بُعد اقتصادی، اجتماعی، زیست‌محیطی و نهادی است. یافته‌ها نشان می‌دهد که بدون وجود حکمرانی شفاف، مشارکت‌محور و دانش‌بنیان، زیرساخت‌های اقتصادی و زیست‌محیطی کارآمد و ارتقاء تاب‌آوری اجتماعی، مناطق آزاد نه تنها به اهداف توسعه پایدار نمی‌رسند بلکه می‌توانند منجر به تعمیق شکاف‌های اقتصادی، تضعیف انسجام اجتماعی و تخریب زیست‌محیطی شوند. بر این اساس، بازنگری در سیاست‌گذاری، توانمندسازی نهادی، و برنامه‌ریزی راهبردی با رویکرد آینده‌نگر و عدالت‌محور، پیش‌شرط‌های کلیدی برای پایداری واقعی در این مناطق به شمار می‌روند.

The Sustainable Development Model in the Free Trade Zones of the Islamic Republic of Iran

چکیده English

The purpose of this study was to develop a sustainable development model in the free trade zones of the Islamic Republic of Iran. In terms of data nature, the research is qualitative and conducted in a case study style. The participants included managers of free trade zones, university professors specializing in free trade zones, experts, and practitioners active in these areas. The sample size, determined through theoretical saturation, consisted of 14 individuals selected purposively using the snowball method. Data were collected through semi-structured interviews and analyzed using thematic analysis. The validity and reliability of the data were confirmed through multiple verification techniques. Based on the analysis of the interviews, 362 codes were initially obtained during the open coding stage, which, after removing duplicates, were reduced to 246 primary codes. Ultimately, these codes were categorized into 20 sub-themes and 4 main themes. The findings indicate that sustainable development in the free trade zones of the Islamic Republic of Iran requires an integrated and coordinated approach across four dimensions: economic, social, environmental, and institutional. The results further show that without transparent, participatory, and knowledge-based governance, efficient economic and environmental infrastructures, and the strengthening of social resilience, free trade zones will not only fail to achieve sustainable development goals but may also exacerbate economic disparities, weaken social cohesion, and cause environmental degradation. Accordingly, policy reform, institutional capacity-building, and forward-looking, equity-oriented strategic planning are identified as key prerequisites for achieving genuine sustainability in these zones.
