As a cornerstone of democracy, elections provide a platform for realizing popular sovereignty and enabling citizen participation in public decision-making processes. Free and fair elections—defined by equal opportunities for the participation of all social groups—require transparency in the voting process and guarantees regarding the independence of supervisory bodies. Local elections serve as a proving ground for cultivating active, thoughtful, informed, and responsible citizens. They act as a crucial check against the centralization of state power, administrative tyranny, and the accumulation of authority within bureaucratic organizations. In Iran—and specifically in Ilam Province—the influence of tribal structures on local elections, ranging from candidate selection to electoral oversight, has created significant challenges; this dynamic has undermined meritocracy, violated the principle of equal opportunity, and ultimately resulted in ineffective local governance. The primary objective of this research is to design a legal model for local elections in Ilam Province that mitigates the adverse effects of ethnic and tribal structures, thereby fostering free and fair local elections and improving local governance. Employing a descriptive-analytical approach and examining current conditions, the study seeks to propose a legal and operational framework to address this issue through a targeted, problem-oriented process.
