The development of cities in high-risk areas and the occurrence of devastating earthquakes in recent years indicate the need for post-crisis planning to reduce vulnerability. Accordingly, urban infrastructure, especially communications, are of great importance in crisis management and vulnerability reduction. The present analytical and applied descriptive study was conducted to select the best route for earthquake relief in the 11th district of Tehran and considering the importance and priority of effective criteria for presenting vulnerability reduction strategies. Due to the high risk of this area and the location of urban center and worn-out textures and inadequate communication paths, this area has been selected as a case study. In this study, first, the qualitative criteria were converted to a quantitative Likert scale using a weighting questionnaire. Ranking and benchmarking were performed using ANP It is intended as an input to GIS layers. The result of the study shows the overlaying of pixels and overlay indices that 12.27% of the area was in favorable condition, 22.34% relatively favorable, 37.27% moderate, 27.53% relatively undesirable and 57.5%. Percentage is completely undesirable;Therefore, the model output indicates an unfavorable situation in times of crisis And planning must be done in spaces that can be used in times of crisis.
