In line with the decentralization of the urban management structure of Tehran, through a set of activities and services at the macro level (region) and a set at the micro level (neighborhood), the policy of the central district of Tehran Municipality to change the previous centralized structure and create a decentralized management process The link between neighborhoods and the provision of extra-neighborhood services to citizens were discussed. In connection with the topic of the central area, the 15th district of Tehran, which has not been researched in this area, was selected as a sample. In fact, this research was conducted to investigate the dimensions of the central district plan in 4 dimensions, social, economic, physical and cultural, in the 7 districts of the 15th district of Tehran. The research method has been carried out at two levels: library (examination of books, study background and documents related to the project) and field (questionnaire (survey) and interviews with district mayors, councilors and citizens). The results of the research indicators have been discussed in a descriptive-analytical way and using inferential statistics. The variable studied in this research includes the assessment of the dimensions of the axial area plan. This research has 2 questionnaires, the first questionnaire is about the citizens and in the 7 districts of the 15th district of Tehran and the second questionnaire is about the managers working in the municipality and the districts of the region. Due to the inferential nature of the research, 2 hypotheses have been used to measure the variables; which is the same between two statistical communities; Their results were conducted through one-sample t-test and one-way analysis of variance; The results indicate that according to both groups of citizens and administrators, hypothesis number 1 was confirmed; From the point of view of both, the social and physical dimensions have had the greatest impact in this plan. Hypothesis number 2 was not confirmed in the citizens' questionnaire, but it was confirmed in the managers' questionnaire. According to the managers, districts 4, 3, 5 and 1 have been most affected by this plan.
