One of the main indicators of development is the growth and expansion of the country's cities, especially its big cities, and subsequently, with the emergence of environmental challenges in cities and the decline in livability and quality of life, achieving the goals of sustainable development faces a fundamental obstacle. Therefore, this problem makes the study of the city and urbanization campaigns more necessary than ever. Among the governmental and non-governmental institutions that are currently in charge of protecting the urban environment in Iran, there is no The role of the municipality, which is considered the executive arm of urban management, has simply passed away. What has faced the country's municipalities with a major challenge today is the division of duties and authorities of the urban area in different organizations, which sometimes causes conflicts in coherent management. This system has major legal, structural and inter-organizational communication bottlenecks that require re-reading of relevant legal sources. Therefore, the current research tries to explain the legal relations of the government and municipalities in related legal sources. The method of descriptive-analytical research and the method of collecting information is library. According to the investigations, it seems that the integrated urban management system based on decentralization and participatory management will lead to the integration of urban management and the change of the centralized urban management system to a decentralized and integrated urban management system, and the reform of the administrative structure. Implementation is inevitable. These reforms must be based on legalism, law-oriented and commitment to create legal supports. In addition, in this regard, after examining the political, cultural and economic structure of the country, the contradictions and existing legal gaps should first be identified and resolved, and then by considering the executive capacity of the municipalities and by identifying strategic partners, new enterprises should be established by setting the schedule. The use of global experiences, interaction with research centers and wide cooperation of non-governmental organizations will make this model more successful.
