تحلیل تهدیدات خارجی تأثیرگذار بر توسعه و امنیت مناطق مرزی ایران (مطالعه موردی : استان خراسان جنوبی)

چکیده

توسعه و امنیت برای مناطق مرزی ایران، یکی از مسایل اصلی و مهم است که باید مورد توجه جدی مسئولان قرار بگیرد. این مناطق همواره با معضلات و چالشهای توسعه و امنیت مواجه هستند. این مسأله، نگرانی‌های امنیتی در مناطق شرقی را به یکی از معضلات اصلی برای ایران مبدل ساخته است. چرا که مرزهای شرقی ایران که بسیار طولانی هستند با موضوعاتی از قبیل قاچاق مواد مخدر، ژئوپولیتیک آب، مسائل قومی و مذهبی و حضور کشورهای بیگانه در کشورهای همسایه دست به گریبانند. ایران از سمت شرق با دو کشور افغانستان و پاکستان هم‌مرز است؛ کشورهایی که به دلیل دوره‌های طولانی تنش و بی‌ثباتی، نقش زیادی در ایجاد ناامنی در مناطق همجوار خود از جمله ایران دارند. نوشتار حاضر کوشیده به روش توصیفی– تحلیلی، ریشه‌های ناامنی و تهدیدات خارجی تأثیرگذار بر توسعه و امنیت منطقه مرزی خراسان جنوبی را مورد تحلیل قرار دهد. سوال اصلی مطرح شده این است که آمایش سرزمین استان خراسان جنوبی به عنوان منطقه مرزی در شرق کشور با چه تهدیدات خارجی برای توسعه و ایجاد امنیت مواجه است؟ نتایج یافته‌های تحقیق حاکسیت که قاچاق مواد مخدر، شرارات و ناامنی، تروریسم، مسائل قومی و مذهبی و بی‌ثباتی سیاسی افغانستان از مهمترین تهدیدات خارجی فراروی توسعه و امنیت در مناطق مرزی ایران و افغانستان به ویژه در استان خراسان جنوبی محسوب می‌گردد. لاجرم، آمایش سرزمین در استان خراسان جنوبی با مسایل و چالشهای عدیده‌ای مواجه است و توسعه و امنیت در این استان، به نگاه و توجه ویژه دولت و مسئولان محلی نیاز دارد

چکیده [English]

Development and security for the border areas of Iran is one of the main and important issues that should be seriously considered by officials. This has made security concerns in the east one of Iran's main problems. Because Iran's eastern borders, which are very long, deal with issues such as drugs, water geopolitics, ethnic and religious issues, and the presence of foreign countries in neighboring countries. Iran is bordered by Afghanistan and Pakistan to the east; Countries that, due to long periods of tension and instability, play a major role in creating insecurity in their neighboring regions, including Iran. The present paper tries to analyze the roots of insecurity and threats to development and security in the border region of South Khorasan in a descriptive-analytical manner. The main question is what are the foreign threats to the development and security of South Khorasan province as a border region in the east of the country? Findings of the study show that drugs, evils and insecurity, terrorism, the presence of foreign forces in Afghanistan, ethnic and religious issues and political instability in Afghanistan are the most important threats to development and security in the border areas of Iran and Afghanistan, especially in South Khorasan province to be. Inevitably, land management in South Khorasan province faces many issues and challenges, and development and security in this province require special attention and attention of the government and local officials.
