According to the global trend, the concern of senior executives about attracting and maintaining talents and professional human resources in order to achieve their desired growth is increasing. The purpose of this research is to provide a model of evidence-based policies to attract and retain knowledge workers in Iran's aviation industry. This research has a mixed approach (qualitative and quantitative) and the means of collecting information is referring to documents, interviewing experts and a 28-question questionnaire. The statistical population of this research includes 11 university professors and academic staff of the country's aviation industry, which is based on targeted sampling. were selected and the interviews were reviewed and coded using the theme analysis method. The results of the research led to the design of evidence-based policy formation patterns in the field of recruiting and retaining professional employees at four levels. The first level was formed by the Law on Coordinated Salary Payment System, Law on National Employment, and Law on Civil Service. The second level of the model was formed from the evidence taken from the investigation of the recruitment and retention processes of the country's aviation industry, the evidence taken from the expert employees of the Iranian aviation industry, and the organizational problem of the permanent migration of aviation industry experts from Iran. The third level of the model was formed by the corrective measures in the policies of attracting and retaining employees of the aviation industry.
