ارزیابی جایگاه مشارکت ذی‌نفعان محلی در فرآیند برنامه‌ریزی توسعه روستایی (موردمطالعه: نقاط روستایی جنوب و جنوب شرق استان تهران)

چکیده

تـوجه بـه مقـوله مشارکت ذی‌نفعان محلی از مهم‌ترین مقوله‌ای است که در فرآیند برنامه‌ریزی‌های توسعه موردتوجه ویژه قرارگرفته است. بر این شالوده هدف تحقیق حاضر بررسی جایگاه مشارکت ذی‌نفعان محلی در برنامه‌ریزی روستایی با توجه به رویکرد حاکم بر آن می‌باشد. تحقیق حاضر به لحاظ روش توصیفی- تحلیلی و از بعد گستره موردی می‌باشد. جمع‌آوری داده‌ها از طریق پرسشنامه در حجم نمونه 54 روستا و تعداد 31 کارشناس با استفاده از نرم‌افزار SPSS صورت گرفته است. یافته‌های تحقیق نشان داد که مشارکت و تشکل سازی در ناحیه در حد مطلوب نیست. هرچه برنامه‌ریزی بدون مشارکت جامعه انجام شود منجر به ارتقای سطح توسعه نمی‌شود. آزمون «من – ویتنی – یو» نشان داد تفاوت معنی‌داری بین نظرات دو گروه پاسخگویان حاصل نشده است که نشان‌دهنده توافق نظر این دو گروه درباره کم‌توجهی به مشارکت و تشکل سازی در برنامه‌ریزی ناحیه موردمطالعه بوده است. باید در اجرای برنامه‌ها و پروژه‌ها با جامعه محلی مشورت صورت گیرد، ارتباط بین مدیران و برنامه ریزان با دهیاری و شورای اسلامی برای مشارکت در برنامه‌ها و پروژه‌ها برقرار شود. زمینه تعامل و مشارکت کارشناسان با روستاییان در ارتباط با فعالیت‌های کشاورزی و غیر کشاورزی فراهم گردد، قوانین مناسب برای جلب نظر و تضمین مشارکت عمومی و جمعی تدوین گردد. ذی‌نفعان محلی در تصمیم‌گیری‌های مختلف، تدوین برنامه‌ها و اجرای طرح‌ها و شراکت در منافع حاصل از آن‌ها دخالت داده شوند.

Local beneficiaries participation in process planning is very important. The gole of this study is assessment local beneficiary participation in rural development planning process. The research methodology is descriptive – analytic. The sample is 54 villages and 31 experts with spss. The findings indicated that participation and organization of the area is not desirable. Without the participation of society the development not promote. Test "Mann - Whitney - U" revealed attention to participation and association have been studied in the planning area. The implementation of programs and projects carried out in consultation with the local community, The relationship between managers and planners with village administrators and council be established to participate in programs and projects. Interaction and participation of experts with villagers in connection with agricultural and non agricultural activities to be provided, Appropriate legislation to attract and ensure public participation and consensus. In various decisions, program development, and implementation of projects and participation in the benefits derived from them.
