Countries around the world have passed various laws and regulations related to preventing and combating corruption and managing conflict of interest. Many laws have also been passed in Iran in this regard. However, until the time of this research, with the exception of the government bill that has not been finally approved by the parliament, there was no law entitled conflict of interest management. Therefore, it is possible to search and extract information related to conflict of interest from other laws, including the constitution, general policies of the system, ordinary laws, regulations, and other rules and regulations. An example of this is Article 141 of the Constitution regarding the prohibition of dual employment by government and public sector officials and employees, which can be considered a measure for managing conflict of interest. The conflict of interest referred to is the situation where a person is in a position between choosing primary (organizational) interests and secondary (personal) interests, which many authors have considered to be the core and form of corruption. The findings of this study, as well as existing documents and evidence, show that municipalities and urban management enjoy more favorable conditions for being in a conflict of interest situation due to the huge and significant resources at their disposal. Nepotism and nepotism are also the most important examples of conflict of interest in municipalities, which are in conflict with the principle of justice and meritocracy mentioned in the constitution.
