In recent years, the backwardness of rural areas has become more apparent due to lower incomes and low social services. The reason for this is the geographical dispersion of villages, lack of productivity in agriculture, limited land resources, and lack of proper management of officials. Therefore, in order to eliminate severe poverty and improve the level and quality of life of villagers, create employment and increase their productivity, policies have been used by planners, but to what extent these measures and policies have been able to grow and Improving rural areas is a topic that has been explored in this study. Findings have been prepared by field and library methods. The statistical population of the study is the villages of Rudbar city. In discussing the questionnaire, Morgan method has been used to select a sample. The results showed that there is a positive relationship between security and the level of enjoyment of the villages in the city. The correlation coefficient between construction activities and population growth is between 0.7 and 1. This correlation coefficient shows that there is a significant relationship between the independent variables of development policies and the dependent variable of population sustainability. The population has been increasing during the two programs. A comparison of villages shows that more remote villages located in the highlands or in remote areas are deprived of facilities such as drinking water or employment for the villagers. The rate of migration or instability in it Therefore, studies show that the correlation coefficient between construction activities and employment is between 0.5. This correlation coefficient shows that there is a positive correlation between these two variables. Satisfaction with economic activities and in other words, satisfaction with future employment and satisfaction with current income play an important role in population retention.
