The increasing population growth in urban areas has created adverse socio-economic, environmental and physical consequences for cities. Therefore, cities must provide better places for living. One of these places is the creation of urban streets. This research was conducted with the aim of designing Imam Khomeini Street in Ardabil with regard to qualitative components. According to the studies conducted in the theoretical foundations, four key criteria of physical conditions, environmental conditions, comfort and convenience, use and activity have been extracted, each of which has sub-criteria. Then, according to the extracted criteria and sub-criteria, a questionnaire was prepared and distributed among 10 urban planning and architecture experts, and then the weight of each criterion and sub-criteria was calculated using the Analytic Hierarchy Process and Expert Choice software. The activity and use criterion with 0.600 had the highest weight and environmental conditions with 0.087 had the lowest weight. The weights of the sub-criteria were also determined, with sub-criteria such as user comfort, functional diversity, urban furniture and landscaping, ease of access, attention to landmark buildings, climatic conditions, and the skyline and walls being of high importance. The options presented were also prioritized, with the option of designing a street with pedestrian priority (traffic calming and wide sidewalks) receiving the highest score and ultimately designing Imam Khomeini Street in Ardabil.
